Registration deadline forces immediate compliance infrastructure buildout

Florida’s staged rollout creates two distinct compliance phases. January 1, 2027, triggers the consumer-protection requirements: warnings, receipts, daily caps, and refund obligations take effect immediately. However, the mandatory registration requirement does not begin until March 1, 2027.

That two-month gap is intentional, allowing operators to implement operational changes while preparing registration applications and documentation systems.

By March 1, 2027, Florida will have a registry of every kiosk operator in the state, their business locations, ownership structure, and compliance posture. A strict daily limit (e.g., $500 per customer per machine per day) would sharply reduce fraud exposure but also cut revenue by limiting repeat customers and high-value transactions. A looser cap (e.g., $5,000 per day) would preserve more revenue but leave significant fraud risk uncontrolled.

The receipt requirement serves a dual purpose. First, it creates contemporaneous documentation that operators can use to dispute fraudulent refund claims. Second, it creates an audit trail for regulators investigating operator compliance. An operator without receipt records cannot demonstrate that it provided warnings or that the customer acknowledged transaction limits.

The Stablecoin Problem (And the Bitcoin Opportunity)

There’s a cost structure problem at the heart of DeFi collateral that rarely gets discussed openly. Stablecoins — USDC, USDT, yield-bearing variants — are convenient. But at 4–7% annualized cost of capital, they’re expensive. For high-risk applications, the cost climbs further. For low-yield applications — like smart contract insurance — they’re simply uneconomical.

Bitcoin and Ethereum tell a different story. Their cost of capital is structurally lower. They represent an enormous pool of underutilized collateral held by people who want yield but aren’t willing to take excessive risk to get it.

Liquid Lane: Solving the RWA Liquidity Problem

The problem is well understood: real-world asset tokens (RWAs) — tokenized Treasuries, private credit, money market funds — have illiquid redemption windows. Sixty days. Ninety days. Sometimes 180.
